IRAN'S LATEST MOVES AND WHAT THEY MEAN -- It was a busy weekend of activity for Iran, much of it rooted in its desire to seek ways around U.S. sanctions that are targeting its ability to sell oil around the world. 
From the surprise appearance of Iran’s Foreign Minister Javad Zarif in Biarritz, France as G7 leaders meet to Iran's announcement that it has sold oil from the tanker that was recently seized and then released by Gibraltar, to a weekend announcement that Tehran had deployed a naval destroyer equipped with cruise missiles to help safeguard Iranian ships. 
We spoke with Cipher Brief Expert Norm Roule, who is also the former National Intelligence Manager for Iran at ODNI, about the latest moves and what they might tell us about Iran’s recent strategic decisions.

American Jailed in Moscow Claims Guards Injured Him.  Paul Whelan, a retired U.S. Marine, said Friday that prison guards had injured him during his eight-month incarceration on espionage charges in Russia.  “Even Salem witches had more opportunities to defend their rights,” Whelan said.  The judge ordered a medical examination that concluded that there were no grounds for hospitalization.  Whelan's lawyer said that he had not been able to visit Whelan for more than a month.  The judge on Friday ruled to prolong his detention until October 29.   The Washington Post  The New York Times

Iranian Foreign Minister Unexpectedly Attends G7 Summit.  Foreign Minister Mohammad Javad Zarif made a surprise visit to the G7 summit in France Saturday.  Zarif was meeting with French Foreign Minister Jean-Yves Le Drian and was not invited to attend the G7’s formal sessions.  French President Emanuel Macron has been pushing President Trump and Iran toward a dialogue after Trump pulled the United States out of the 2015 nuclear deal and re-imposed sanctions on Iran.  The Guardian The New York Times
