In part two of The
Cipher Brief's Expert Briefing on North Korea, Ambassador Joseph
DeTrani focuses on the critical relationships with allies and
partners and how sometimes competing agendas need to come together
in order to realize full North Korean denuclearization.
- Ambassador DeTrani
is former Director of the National Counter Proliferation
Center and is former Envoy for Six Party Talks.
- He has made
numerous trips to the region since the Singapore summit
earlier this summer and has met with South Korean, Chinese,
Russian and Japanese counterparts.

The Homeland: A
Call from the Top to Rethink Homeland Security
|
|
|
Department
of Homeland Security Secretary Kirstjen Nielsen offered some pretty
significant remarks in DC last week focused on rethinking homeland
security…
- This could
represent major change for DHS roles and missions, both inside
the Department and its relationship with others in the
interagency, should much of what the Secretary said, be put
into practice.
- Most dramatically,
the Secretary ordered a shift from a “counter-terrorism
posture at DHS to a wider counter-threat posture to make sure
we are doing everything possible to guard against nation-state
interference.”
- She also said
cyber-attacks now exceed the risk of physical attacks to the
homeland. This is a profound change in focus for a
Department set up in 2003 to better protect the homeland from
foreign-inspired terrorism.

Today’s
IntelBrief: The Importance of the Basra Protests
|
|
|
The Iraqi
city of Basra has returned to relative quiet after a week of
protests and sporadic violence…
- Frustration with
inept governance has served as one of the few unifying issues
in Iraq capable of transcending ethnic group, religion, tribe
or sect.
- From the national
level to many municipalities, the Iraqi government has
repeatedly proven its inability to deliver even the most basic
services.
- Rising resentment
over poor governance has led to months of tensions and a week
of significant, and sometimes violent, protests.
