SIHANOUKVILLE, Cambodia 
- A city 220 km southwest of Cambodia's capital is becoming a Chinese outpost. But one part of it eludes Chinese control -- 
the port, which is undergoing 
a massive expansion with the 
help of Japanese funds. And if 
 China can't have access to this 
major asset, Beijing might just 
build some Cambodian ports of 
its own.
