Dear Colleague:
With this email, I am sharing with you two new articles of
mine, just published, regarding Chinese engagement in Latin America.
The first, published by the SOUTHCOM news magazine
"Dialogo" examines the dangerous, reinforcing relationship between
institutional weakness in Latin America, PRC engagement with the region, and
populist politics. It focuses on the
strategic challenge presented to governance and development in the region
through the lure of Chinese loans, investment and other activities.
It is included here as a *PDF file, and also at the Dialogo
website, at:
(English) https://dialogo-americas.com/en/articles/chinese-money-institutional-weaknesses-and-populism-recipe-disaster
(Espanol) https://dialogo-americas.com/es/articles/chinese-money-institutional-weaknesses-and-populism-recipe-disaster
The second article, published as a special report by Latin
News, examines in depth the development of PRC activities in El Salvador,
including a bid by PRC-based interests to operate the port of La Union, and
potentially the new special economic zone being designed by the outgoing FMLN
government.
This article is also included here (English only) as a PDF
file, as well as on the website of Latin News, which published it:

My thanks to both Dialogo, and Latin News, for the
opportunity to publish through their organizations...and to you, for your
interest in my work and the opportunity to continue in contact...
Respectfully,
Evan Ellis
