In recent months journalists and scholars devoted significant attention to the human rights crisis in Xinjiang, a region in far western China where the government has indefinitely detained up to one million members of the Uighur minority in "re-education facilities."

Like Xinjiang, Tibet is a Chinese territory with an ethnic minority population that has periodically chafed under the rule of the Chinese Communist Party. In this conversation hosted by ChinaFile, a group of experts considers two questions: What's the current situation for human rights and openness in Tibet?
