Modi's grand vision 

for India's cities is slow 

to take shape

AMARAVATI, India -- A new city 
 is rising from scratch in the 
farmlands of southeastern India, 
and once completed, it could 
change the country's future. 
But as Prime Minister Narendra 
Modi's government pours the equivalent of billions of dollars 
 into creating this "smart city"
 -- with plans for many more --
 concerns are already surfacing
 that such lofty ambitions are higher than the country can reach.
