China's activities in Latin America

Dear Colleague:

With this article, I am happy to share with you "Understanding and
Responding to Chinese Activities in Latin America and the Caribbean,"
written and accepted for publication this spring as part of my academic work
with the Army War College (it does not represent the official position of
the US government).

My chapter focuses on China's activities in Latin America, its pursuit of
broader geopolitical objectives through those activities, important new
trends, and recommendations for the U.S. response.  The work has just been
published by the Asia Pacific Center as part of an important collected
volume, "China's Global Influence."  It is included here as a PDF. 

The volume in which it appears is an impressive collection of high quality
and thought provoking essays about the PRC and its activities across
multiple world regions, and sectors.  It was a privilege to work with Scott
McDonald, COL Michael Burgoyne, and the distinguished authors represented
