TOKYO -- New York restaurants  
are closed. French police are fining citizens for violating stay-at-home orders. Meanwhile, Japan is 
debating whether the legal requirements are met to declare a
 state of emergency.

Frustration toward the government escalated after Prime Minister
 Shinzo Abe came up with an 
alternative measure: supply two 
free masks to each family, 
regardless of household size.

The policy has been ridiculed, 
even by staunch conservative supporters of the prime minister, earning it the nickname of "Abenomasks."
